Website and Mobile Application Modernization and Operations Service

The agency is seeking a digital services contractor to modernize, operate, and continuously improve its website and mobile applications. This project aims to establish a unified, accessible, and user-centered platform that serves as the authoritative source for statewide mobility information. The agency requires a modern, modular, and maintainable digital ecosystem that provides clean, mobile-first experiences across all platforms. The scope of work covers discovery research, UX/UI design, full-stack development, and DevSecOps. The contractor must also provide content strategy, product management support, quality assurance, analytics, and long-term operations and maintenance. Specific deliverables include WCAG 2.1 AA compliant designs, wireframes, prototypes, and a modular codebase that supports agile feature evolution. The agency requires the development of iOS and Android applications that surface mobility information based on real-time location and travel context. The website design must ensure information is discoverable by search engines and AI-driven agents while including tools to track AI bot traffic. The project includes a redesign of the homepage to serve both drivers and public transit riders through a flexible content management system and modular web templates. Eligibility is restricted to onshore organizations based in the United States. All work will be performed offsite.
