First Place Collection Services

The Oklahoma government authority requires a vendor to provide first placement debt collection services for delinquent taxes and fees. The agency needs to recover outstanding liabilities from individuals and businesses located both within and outside state borders. This initiative addresses unpaid individual income tax, sales tax, withholding tax, corporate tax, and other applicable tax categories. The scope of work includes performing asset investigations, skip tracing, and debtor negotiations to resolve each assigned account. The selected partner must possess the technical capability to electronically accept and transmit account placements, acknowledgements, reports, payment files, and reconciliation data. All operations will occur offsite, and the agency limits eligibility to organizations based within the United States. The contract term spans one year. The agency is seeking budget proposals from interested parties rather than providing a fixed funding amount. Questions regarding the requirements must be submitted by May 25, 2026. The authority accepts digital submissions via email or through an online portal.
